Change client jsr305 dependency to compiled scope

Guice requires nullable be visable at runtime when in reduced
functionality mode in order to build the injector due to the optional
client dependencies

driftnet: Improve fish shoal highlighting

This commit increases the default highlight length for fish shoals as
they are often active for much longer than 10 ticks, and also untags
fish shoals more accurately when they are adjacent to nets which cannot
catch fish.
