The replaced message has no rl-format tags, and using the rl-format message causes it to lose color whenever the message node is refreshed due to not containing any rl-format tags

This commit fixes the farming contract manager's behavior when
encountering crops which have become diseased. Previously, it would not
take this into account and incorrectly report the crop as IN_PROGRESS or
READY.
This commit fixes a bug which caused the farming contract manager to
ncorrectly report the status of a crop which had been health-checked as
IN_PROGRESS for an active contract, instead of OCCUPIED.
Currently the cancel check is only performed when the flash is on, and not off, making it perform one last flash when you provide input to the client when the flash is off.
