71887646f4 Remove auto-expanding from PanelComponent 
- Remove the auto-expanding of PanelComponent based on children size
because then the size cannot be ever reduced
- Make TitleComponent return preferredSize if it is smaller than string
width
- Make opponentInfo assign the preferred size to panel based on input
strings

44d756a26b runelite-client: Allow developer-tools to run from the launcher 
Packr doesn't let us add jvm arguments from the command line, so this disables the assertion check if the launcher version is present

18de7a3d81 Fix spelling of Taverley 
The small village north-west of Falador is called Taverley, not Taverly.
A code comment in agility plugin and the UI of farming plugin indicated
incorrect names.

eaa8b2d2c0 Use chat messages for GE notifications (#3492) 
- This prevents need for complicated code for handling notifications as they are already streamed in game
- Also prevents notifications occuring while GE window is open
