Sean Patiag 0e71c88b4d timers: Fix NMZ Overload timer not disappearing 
Unlike with the CoX Overloads, the plugin did not check if the player
was still in the area for the Nightmare Zone Overloads, causing the
timer to not disappear after leaving. The plugin now removes the timer
if the player has left NMZ and has drunk an Overload potion.

Jacob Mischka 46e9e93050 overlayrenderer: Make minimum overlay size configurable per-overlay (#12611) 
Halve the minimum for Screen Marker Overlay to "fix" #12267 (set to 16).
Any smaller than 16 makes subsequent resizes impossible because the
cursor type never changes from center (move mode).

Ron Young da6cb1bc65 banktags: don't allow colon in tagtab names 
The config server replaces periods in keys with colons. When the config is downloaded by the client, the colon is then replaced with a period.

Cyborger1 6d78e6884d farming: Fix contract status for plots with diseased/dead crops 
This commit fixes the farming contract manager's behavior when
encountering crops which have become diseased. Previously, it would not
take this into account and incorrectly report the crop as IN_PROGRESS or
READY.

Cyborger1 a3a647e206 farming: Fix harvestable health-check crops contract status 
This commit fixes a bug which caused the farming contract manager to
ncorrectly report the status of a crop which had been health-checked as
IN_PROGRESS for an active contract, instead of OCCUPIED.

Jordan Atwood d0589c80b9 kourendlibrary: Don't reset state when not finding Varlamore Envoy 
The Varlamore Envoy is a quest item which, while having a known location
in the library once a rotation is determined, cannot be found under
certain circumstances. (when the Depths of Despair quest has not been
started, has been collected while completing the quest, and after the
quest is completed) Previously searching a bookcase which could contain
this book and not finding it would cause a state reset. This commit
keeps those null finds from resetting the known library state.
