Jordan Atwood 29777c0b1f Add color utility class ...

In addition to creating `colorTag`, `prependColorTag`, and
`wrapWithColorTag` functions, this commit moves
`SwingUtil::toHexColor` and `SwingUtil::colorLerp` to this new class.
