f975e0415d driftnet: Improve fish shoal highlighting 
This commit increases the default highlight length for fish shoals as
they are often active for much longer than 10 ticks, and also untags
fish shoals more accurately when they are adjacent to nets which cannot
catch fish.

b22400454d Provide a scaling ExecutorService and use it from plugin managers 
The new ExecutorService is configured to consume up to 2*CPU threads
and will queue tasks when all threads are busy. Threads are created
as needed, and will be disposed of after 1 minute of inactivity.

15d06d8406 xptracker: Add drag and drop reordering for tracker panel bars (#4118) 
This commit implements a custom component which extends JLayeredPane,
allowing reordering child components via drag and drop. This requires
its children components to forward the necessary MouseEvents.
