clan manager: Use Sprite IDs for rank badges

This commit adds `ImageUtil::resizeCanvas`, `ImageUtil::outlineImage`,
and `ImageUtil::fillImage`, and applies these functions to the clan
manager to replace the clan rank images with calls to `SpriteManager`.
