Some shiny rendering methods (#13)

* Added getter methods to Actor

* Added zOffset parameter to worldToCanvas()

* Fixed formatting, added rendering functions to Actor and DevTools plugin

* Changed getCanvasTilePoly() to use Perspective.LOCAL_TILE_SIZE
